Mark D. Shull Senior Public Relations Counselor
Mark is the newest member of the Harrisburg-based agency Robinson Group Strategic Communications, LLC. He has more than 27 years experience in the communications industry serving a variety of clients. Most recently, Mark provided public affairs counsel to the U.S. Department of Homeland Security working with stakeholders at the federal, state and local levels. He also served as a consultant to the Federal Emergency Management Agency (FEMA) during the hurricane seasons of 2004 and 2005, including Hurricane Katrina.
As a public affairs consultant to the U.S. Department of Homeland Security (DHS), Mark provided communications expertise for the Chemical Stockpile Emergency Preparedness Program (CSEPP). Since 2000, he facilitated a national Integrated Process Team of public affair officers, provided public affairs counsel to senior program managers and managed multiple public outreach projects. In January 2006, Mark was awarded the Program Manager’s Award for Superior Service by DHS for his CSEPP accomplishments.
While employed with SSI Services, Inc., in Harrisburg, Mark co-authored an Emergency Preparedness and Response Manual for Pennsylvania public schools. The manual provides guidance for school administrators dealing with the news media during crisis situations. In addition to his work with homeland security programs, Mark provided public relations counsel to corporate clients. In 1999, he co-authored Environmental Risk Communication Principles and Practices for Industry, a “how-to” guidebook for companies facing the challenge of complying with Federal environmental regulations.
Mark’s credentials include providing business development and public relations counsel to an environmental engineering and architectural firm. He also managed an in-house video production facility for a Fortune 500 company.
Born in Harrisburg, Pa., Mark began his career as a television news photographer at WHTM-TV, Harrisburg. He holds a Bachelors of Arts Degree in Communications/Journalism from Shippensburg University and completed some graduate course work in public relations at Temple University, Harrisburg. Mark is a past president of the Pennsylvania Public Relations Society and is active in numerous community groups. Mark and his wife Beth have two children, Martin and Drew and currently live near Mechanicsburg, Pa.
